Automatic Verifying and Clearance System in overland port passway:
This system utilizes five kinds of electronic facilities (H2000/EDI system, vehicle automatic recognition system, driver's card automatic recognition system, electronic floor scale systems and electronic gate system). The Customs reads and writes the vehicle IC card by the scanning device that is set up in the passway while passing the customs passway in order to realize automatic discernment and logic judgment of declaring data to verify, judge, automatically process and release. Automatic Verifying and Clearance System in overland port passway will compare the real-time data and the data of declaration forms submit by enterprises ahead of time to make judgment and decide to give order of release or control instruction. It will automatically give the order of release automatically if the data match; if the data don’t match, the system will alarms. This system started launching and popularization since 2002 and finished automatic verifying and clearance system in Huanggang Port and Wen Jindu Port, Meilin Customs House, Futian bonded zone, export processing area, Yuanzhou parking lot of Huizhou Customs House in succession before the end of 2003. At present, three highway ports of Shenzhen implement automatic verifying and clearance system for more than 33000 vehicles daily, account for 95% of the arriving and departing vehicle of highway port.
Network supervision of processing trade:
Since 2001, with fully utility of the modern scientific and technological methods, Shenzhen Customs District cancelled the contract record of processing trade enterprises and implemented " electronic turnover volume account " management which based on the actual production capacity, imported material put on record with export product by stage, submit and verified regularly. Customs and enterprise carried on computer networking that enterprises declare imports and exports and relevant data of processing trade to the customs through the computer network and the customs drew data that were needed for supervision on enterprises, analyze and process, take measures to supervise separately according to the situation. Network enterprises adopted the clearance mode of pre-input on imported and exported bonded goods and examined by the list to declare at the Customs. Up to the end of 2004, network enterprises amounted to 569 in Shenzhen
Pre-declaration:
Declare at the highway port at the Customs in advance, declaration at the sea port will also implemented soon. Enterprises declare in advance, the customs examines and verifies, imposes the taxation and release the goods in advance.
Centralized Declaration:
Currently there are three major kinds of operations implementing centralized declaration: fresh goods that transport to Hong Kong, bonded material and exported finished product, imported empty case at the sea port. Fresh goods and imported and exported goods of processing trade enterprises are released by list and declared monthly afterwards. Transportation of empty case by sea port adopts pre-declaration before reaching Hong Kong, released immediately after arrival and centralized declaration within 48 hours.
Electronic Clearance Platform:
The working conference of 2004 of Shenzhen Customs District proposed: regarding setting up electronic customs as the goal, regarding popularizing and applying H2000 system as the core, integrating the clearance reform project and management system, setting up electronic clearance platform. Electronic clearance platform is a fundamental project of setting up electronization, intelligent customs, is the key link of integrating and innovating clearance supervision mode, is the information connection among relevant government departments and customs. With electronic clearance platform, customs clearance operation realizes enterprises’ online clearance and inquiry, direct data interchange and information share between customs and relevant government departments. It consists of three sub platform including H2000 systematic operating platform, Shenzhen electronic port platform and integrated application platform of Shenzhen Customs District. Three sub platforms each have particular emphasis with complementary functions and link while running closely and form the entity of the organic connection. In December of 2004, the integrated application platform began to launch at Wen Jindu and Dapeng Customs House.
Innovative mechanisms for inspection:
Based on the utility of a comprehensive risk management tool, we have implement specialization and standardization of examining operation, standardized management, quantitative assessment and realization of the intensiveness, information technology, scientific and standardized of inspection operations. We use two grades of risk-oriented alarm system, three grades of mobile inspection system and a mechanism for the random alarm system as additional three-dimensional check-selection mechanism. According to the risk management requirements and seized rate, we implement flexible rate inspection system. Adjusting the inspection process and optimize the positions setting to standardize inspection act. We implement of Director of Customs and sector leader operating inspection system and strengthen the management of the site. Since September, 2004, we have launched a comprehensive reform of the mechanism of inspection and implemented by inspection organization.
A new round reform of sea port customs clearance:
The 2004 working conference of customs proposed: starting a new round of sea port customs clearance reform, enhancing maritime boundary clearance and the effectiveness of supervision. A new round of sea port customs clearance reform is based on the comprehensive application to the electronic platform of H2000 customs management system in order to advance the implementation of a comprehensive reporting system on the premise, concentrating on starting point for identification in order to strengthen risk management and innovation Inspection mechanisms for the central link to modern customs system, and considering the second-step development strategy as the goal. After the successful implementation of the international transit of goods and empty regulatory reform on the basis of summing up experience, improve the system, deepen the reform in the exit and entry of the ship, the mount terminals, empty, heavy boxes, the international transfer business, such as monitoring the implementation of standardized classification Management, in-house operations to a specialized division of posts in the management of performance on the implementation of the quantitative assessment of the performance appraisal, in the realization of effective supervision of the Customs and Excise Department to maintain efficient operation at the same time, promoting the rapid development of modern logistics.
Centralized Inspection:
The working conference of the customs district 2004 proposed: regarding the implementation of centralized inspection as the breakthrough point, fully integrating clearance inspection resources of sea port, optimizing the allocation of resources to enhance maritime boundary clearance and the effectiveness of supervision, reforming the original spread inspection operational mode, building closed-end centralized inspection place in the port with container inspection equipment and equipped with advanced mobile and flexible small-scale inspection machine, implementing centralized, professional and mechanization Inspection mode of operation . After imported goods arriving in Hong Kong and exported goods entering the Customs supervision area, terminal companies in accordance with terminal production systems receive orders from the Customs cargo distribution. If goods needed to be examined, they will be carried by special transport vehicles to check focus point; didn’t need to be checked, goods will be released by the import, and then terminal operators will notify the enterprises to get the goods back according to customs clearance instructions; exported goods can be shipped by procedure anytime. Upon inspection, if the containers are normal without problem, the inspection departments will directly conduct the alarm-free release procedure.
Complaint and Consult Center:
Shenzhen Customs District formally established on January 1, 2002 a consulting and complaints handled department of customs clearance operation, that is Complaint and Consult Center of clearance of the Shenzhen Customs (referred to as the Customs "110"). It’s mainly responsible for receiving letters and handling the consult and complaints submit by import and export enterprises through visits, calls, letters and Internet channels etc. With the reform of the customs and the comprehensive promote of construction, in order to transparent administrative affairs in-depth, open channels of communication with community and the customs, to further strengthen the functions of the work of handling letters and visits, since April 2, 2004, Complaint and Consult Center of clearance of the Shenzhen Customs changed its name to "the Shenzhen Customs Consultation and Complaint Center", their duties have expanded to nine functions.
Offering convenient through train service for large enterprises in Shenzhen:
In 2003, responding to the Shenzhen governmental policy of offering the through train service for some large-scale, key enterprises actively, we have issued ten measures of supporting the development of enterprises: First is the implementation of direct contact between Director General of Shenzhen Customs and those key enterprises directly; Second is setting up the consult of key enterprise's suggestion system with customs' important reform; Third is implementing first-to-ask responsibility system and the one-stop service; Fourth is setting up the special-purpose window to implement the special service; Fifth is simplifying the operation approval procedures of clearance; Sixth is offer the individualized clearance service directed by enterprise's clearance demand; Seventh is implementing the straight formula clearance for those key enterprises of import and export; Eighth is providing convenience to networking enterprises with independent production and management in processing trade; Ninth is supporting the development of the international logistics industry of Shenzhen actively; Tenth is implementing the following up type of service of important projects.
New mode in the management of enterprises’ credit grade:
According to the credit assessment, more than 30,000 enterprises clearing customs in Shenzhen can be divided into 3 kinds of high, normal, low. High credit enterprises enjoy a series of offered favorable clearance measure, and the enterprises of low credit will be strictly checked while clearing customs. High credit grade enterprises will enjoy the special favor and convenient measure while clearing customs: to the goods allowing for a security clearance in accordance with regulations, the customs don’t collect margin and the goods listed in the catalog as must-tested goods can be exempted from testing samples with bonds submitted by the enterprises; there is doubt in sorting out, controlling the measure or intellectual property protection in the country of origin, trade etc., besides limited, forbidding articles, can accept declaration first, inspect the enterprises if necessary; the Customs handles clearance procedure in the appointment of non-working hours and holidays; enjoy rapid customs clearance and release so on. And low enterprise of credit in the process of clearance may be strictly examined by customs in the procedure of declaration, check, contract cancelling after verification etc., and according to the situation, customs can put enterprises into list of checking in, suspend to their business activities of filing qualification in remote places.
"Three-three Unity and Norms":
“Three Unities” are the implementation of institutional establishment in the scene, job responsibilities and operating rules; “Three Norms” are speaking, image and practice of customs officers. Shenzhen Customs District began to implement “Three-three Unity and Norms” in the passengers’ baggage examination scene in 2002, and promoted at the supervision of express, cargo clearance control, customs responsible for internal affairs of processing trade scene in succession in 2004.
Three Express Train:
"Three express train", is the short term of "express freight trains with supply of fresh frozen goods to Hong Kong and Macao". In 1962, with the care by Premier Zhou Enlai, the number 751, 753, 755 trains with the profound friendship of the people of the motherland fully loaded with fresh products (now is no. 82751, 82753 and 82755) supplied to Hong Kong and Macao departed from riverbank station in Hubei (one-day), the station in Changsha, Hunan (two-day), the Shanghai Xin Longhua station and north station in Zhengzhou, Henan. For more than 40 years, "three express trains" have to open a total of more than 40,000 times with supply of more than 100 million live pigs and cattle, more than billions of chicken, duck and goose, frozen foods of more than 2 million tons and countless fish eggs and fresh fruits and vegetables.
"Customer Coordinator" system:
To support local economy and enterprise development, the customs appointed special customs officers as a "customs coordinator". The "customs coordinator" contacts ad works with liaison man of the functional departments under the customs house and liaison man of enterprises to coordinate and solve problems of enterprises’ clearance and provide specialized services to key enterprises and large-scale and high-technology import and export enterprises. Since March 9, 2005, the Shenzhen Customs District took the lead in the implementation of the system throughout the country.
