Overview of Shenzhen Customs District
Shenzhen Customs District, the People's Republic of China, located in Shenzhen, is originally Kowloon Maritime Customs,  which was founded in 1887 on the border of Kowloon and Hong Kong and controled by British. In October, 1949, the people's government took over the control of  Kowloon Maritime Customs and moved the headquarters from Hong Kong to Shenzhen. In January, 1950, Kowloon  Maritime Customs was renamed as Kowloon Customs of PRC. The original name Kowloon was retained in order to express the determination that the Chinese people will  uphold the state sovereignty. On July 1, 1997, since Hong Kong reverted to the sovereignty of China, the name of Shenzhen Customs District replaced Kowloon Customs, and Mr. Jiang Zemin, then  president of PRC, inscribed the new name Shenzhen Customs District, PRC.
Shenzhen Customs District, supervised and guided by Guangdong Sub-administration of China Customs is a subordinate authority under direct control of the Customs General Administration of People's Republic of China. The operation area of Shenzhen Customs District covers two cities, Shenzhen and Huizhou. At present, there are 5996 staffs, 48 institutions at division levels including 21 divisions within the headquarters, 18 subordinated customs houses, 5 dispatched institutions and other 5 institutions in Shenzhen Customs District, which has all sorts of customs control covering harbor, road, airport, postal office and railway.
As one of the most strenuous customs, making use of its own special position, Shenzhen Customs District plays an important role in every phase of China's development. Especially, since China's reform and opening, keeping the initiative to follow the development of Shenzhen Special Zone, Shenzhen Customs District has been deepening the operation reform and strengthening the personnel management to make the improvement and development for the purpose of promoting the local economy.

Basic Information
 Shenzhen Customs has taken several measures to meet the developmental needs of SEZ (special economic zone), including deepening the operations reform, strengthening the building of contingent, and constantly improving and upgrading its performances in all aspects, thereby promoted the development of social economy. From the angle of "One Day in Shenzhen Customs ", the business intensity of Shenzhen Customs can be reflected in a more straightforward way:
--To supervise 411,000 persons of inward and outward passengers' luggage and articles every day on average.
--To supervise 226,000 tons of imported and exported goods through land ports as well as 39,000 vehicles every day on average.
--To supervise 37,000 imported and exported TEUs every day on average.
--To supervise 55,000 express mails of imports and exports every day on average.
--To collect tax amounting RMB120 million every day on average.
--To conduct inspections on 2626 cases of imports and exports every day on average.
--To verify 14,000 customs declarations every day on average.
Main operations:
Over-land Ports
The port area of Shenzhen adjoins Hong Kong. Luohu port, Wenjindu port, Huanggang port and Shatoujiao port are the main passes connecting Hong Kong and the mainland. After 1997, especially since the central government implemented CEPA policy, the trade bonds between Shenzhen and Hong Kong are getting closer, hence the business of Shenzhen Customs are increasing constantly. The ports are respectively featured as following:
Luohu port is the largest port of inspection over passengers throughout China and even Asian in volume of passengers. Luohu customs house  takes charge of more than 45% of the supervision tasks of inward and outward passenger's luggage and articles of the country every year. In 2004, they supervised 89,680,000 persons of inward and outward passenger's luggage and articles, rose by 63% than 55 million persons at the time of the return of Hong Kong in 1997, 246,000 persons daily on average and the highest peak is up to 396,000 persons jn one day.
Huanggang port is the largest overland port of the world, and also the main freight transportation port connecting Hong Kong and mainland. Its business volume topped ten million vehicles for the first time in 2004, supervising all together 10,410,000 inward and outward vehicles (including both passengers and freight transportation vehicles, among which 7,130,000 are freight vehicles, 3,280,000 are passenger traffic vehicles), recording a growth of 87.6% than 5,550,000 in 1997 and 28,500 daily on average. When it reaches the peak, Huanggang customs house  would check and release 35,000 vehicles and supervise 173,000 persons of inward and outward passenger's luggage and articles in a day.
Sea ports
In recent years, the business of cargo containers in Shenzhen is developing rapidly (already leapt to the fourth place in the world at present), especially after the Dapeng customs house of Yantian Port implemented the homework system reform of clearance in 1998, the business has been rising at full speed. In 2004, Dapeng customs house supervised 6,490,000 TEUs (daily 18,000 TEUs on average), and 11,700 vessels (daily 32 on average) together. It is estimated that after the Phase IV of Yantian Bay go into operation, the container throughput will be up to 8 million - 10 million TEUs at the port in the following 2-3 years, the single ship operates efficiency will top 200 TEUs / hour, and customs business volume will hit another peak.
Supervision and control on processing trade
In 2004, there were 20,541 manufacturing enterprises of processing trade in the customs supervisory area of Shenzhen (calculate according to the contract manual and electronic account book), which accounts for 50% of Guangdong Province and 20% of the whole country. Among them, 569 enterprises have been listed in the processing trade network. The total import and export value of processing trade amounts 113,353 million dollars, accounting for 20.6% of the total import and export processing trade value of the whole country and 46% of Guangdong Province, taking up 62% of the total import and export value in Shenzhen customs supervisory area.
